We explore how laws can be interpreted with flexibility, the ethical issues that arise and the best strategies for managing social unrest. While allowing professionals to express dissent.

The key research areas are:

• Robin Hood behavior: We investigate why residents, administrators and/or local officials bend or break rules for a good cause and identify acceptable limits.
• Local security and social unrest: We examine the tools professionals, local officials and administrators have to promote safety and handle social unrest.
• Good governance and countervailing power: We focus on how to monitor the power of our democratic system, ensuring professionals can express 'loyal dissent' to their superiors.
