Synchronising rights
The Council of Europe has set up Probation and Prison Rules. These describe a number of basic elements – i.e. knowledge, skills and values – that have to be met by probation and prison services.
This system is supported by the Stockholm Programme, the European Union Prison Rules and the United Nations Prison Rules. These rules stipulate that each country must offer the same quality of supervision, detention or guidance. After all, European citizens must have the same rights.
In this programme, you will learn how to make a contribution to the synchronisation of these rights.
Increasing professionalism
Probation services and forensic care are still under development in a large number of European countries. Professionalism is an important part of this development.
In this programme, you will learn how to raise the level of professionalism in Europe and in the Netherlands.
Executing Framework Decisions
Citizens in Europe who are held in detention or suspended detention have the right to be held in their country of origin since 2011. This requires a mainstreaming of methods of detention and probation. Probation officers in Europe must be trained to implement the Framework Decisions in a truly ‘European’ way.
This programme will equip you with the expertise to execute the Framework Decisions.
Focus areas
Throughout the programme, you will focus on both the client’s motivation for behavioural change and on desistance: the cessation of offending or other antisocial behaviour. You will explore and map the factors in the organisation, in the client and in yourself as a forensic social worker which will contribute to the desistance.
